Fishing from a boat south of the border just got more complicated. New fees and regulations are confusing boaters and thousands showed up for a meeting to find out more about the procedures which include stops by the Mexican Navy. Bill Davidson is president of the San Diego Anglers Club and says the new requirements will back fire. He says fishermen will avoid Mexican waters as a destination because of the added hassle. The Mexican Navy can board your vessel and make sure you have proper permits and have paid 23-dollars per passenger even for recreational boaters. You must carry proof of on-line registration that requires a fee, purpose of your trip, from where you are leaving, how long you'll be gone, and who is on your boat.
