Children Found Living In Filthy Shack In Joshua Tree

A Joshua Tree couple is behind bars after a horrifying discovery.

San Bernardino authorities say Daniel Panico, 73, and his wife Mona Kirk , 51, had no running water or electricity on their property. They're trailer was filled with dozens of cats and the family of five slept in a plywood shack. Mounds of trash and human feces were nearby. Their three children, aged 11, 13 and 14 were placed in protective custody.

You probably remember the Perris couple who's kids were found chained to their beds and were also living in filthy filthy conditions. They were reportedly denied food and could only bathe once or twice a year.

Why and how does this keep happening? What happened to the good, old fashioned idea of providing children with food, clean clothes and a roof over their head?

What are your thoughts? What should happen to these latest parents of the year?
