Chula Vista Pug Held for Ransom

What's wrong with people!!!??? Someone is holding a Chula Vista family's pug for ransom. $400 to be exact. "Teddy Bear" was last seen off Skylark Way on Easter Sunday. The "dognapper's" phone was reportedly disposable and it can't be traced. Police are involved.
Would you pay the ransom? Or would you let the police handle it and hope for the best?
