Sexually Violent Predator Could Go To Jacumba

Child molester, 71 year old Herman Smith could live on Desert Rose Ranch Road.Public testimony accepted until April 11.

On March 27, 2018 the Department of State Hospitals (DSH) proposed placement of Herman Smith at 42920 Desert Rose Ranch Road, Jacumba Hot Springs, CA 91934. 

Selection of the proposed placement location is the responsibility of DSH and the San Diego County Superior  2 Court. 

However, under Welfare & Institutions Code section 6609.1, the public is permitted to comment on the proposed location before it is finalized by the Court. 

Jacumba Hot Springs, California is an unincorporated community in the southeastern area of San Diego County. Per the United States Census, the population of Jacumba Hot Springs, formerly known as Jacumba, was 561 in 2010 while the neighboring community of Boulevard had a population of 315 during the same time period. 

The property of interest is located within the San Diego Sheriff Department’s jurisdiction, particularly the area patrolled by deputy sheriffs assigned to the Boulevard/Jacumba Sheriff's Office. This office is staffed by resident deputies who live and work in the area.

With the court hearing scheduled for April 27, 2018, the SAFE Task Force will be accepting public comments about the proposed placement to be included in the formal response to the court.

The Sheriff's Department and SAFE Task Force are not responsible for the selection of the proposed site. The selection process is the responsibility of the Department of State Hospitals and San Diego Superior Court.

These comments will be forwarded to DSH and to the Superior Court before the Hearing on this matter.
