California's Governor Proposes 28th Amendment to Restrict Gun Access

California Governor Gavin Newsom Thursday proposed a 28th amendment to the U.S. Constitution saying he's frustrated with current gun laws.

The amendment would raise the legal age to purchase a firearm from 18 to 21, mandate universal background checks, impose a waiting period and outlaw the sale of assault weapons to civilians.

No constitutional amendment change proposed on the state level has ever become law.
